Qatar’s Expanding Global Role on Display: Participation in Paris G7 Talks Highlights Questions over Governance and Transparency

Paris: Qatar took part in a G7 meeting in Paris as the Ministers of Finance and Central bank governors discussed mounting economic risks, regional instability, and the need for coordinated international action. The talks, held under France’s G7 presidency, also served as preparation for the G7 summit scheduled for June.
According to the Qatar News Agency report, the State of Qatar was represented by Finance Minister Ali bin Ahmed Al Kuwari. French officials said the meeting brought together G7 members and invited partners to exchange views on global economic conditions and policy responses.
In their discussions, the G7 reaffirmed its commitment to multilateral cooperation to confront threats to the world economy, with particular concern over pressures on growth, inflation, and supply chains. They also stressed the importance of secure energy flows and a swift return to safe maritime transit through the Strait of Hormuz.
It was reported that the G7 called for closer cooperation to reduce risks linked to energy, food, and fertilizer supplies, especially for the most vulnerable countries. It also noted that officials highlighted the broader impact of the Middle East conflict on global markets and financial stability. Especially concerning Iran, the G7 partners want to discuss ways that could lead to a deescalation of the conflict.
The French Foreign Ministry said the Paris meetings were designed both to help address the international crises and to give political direction to ongoing G7 work throughout the year. Besides Iran and the Middle East, global governance reforms, humanitarian supply chains, peacekeeping reforms, drug trafficking, maritime security, migration, and critical minerals were also on the agenda.
Qatar’s Expanding Global Role: Engagement or Ambiguity?
For Qatar, participation in the Paris talks underlined its continued engagement in high-level economic diplomacy at a time of heightened global uncertainty. The meeting also reflected the G7’s effort to widen consultation beyond its core members as it prepares for the next summit.
But Qatar’s participation in such high-level forums, as much as it is a symbol of its growing diplomatic visibility, also raises questions about the coherence between its international engagement and domestic governance practices. Critics often point to the tension between Qatar’s role as a mediator and economic partner in global affairs and its limited political pluralism and constraints on civil liberties at home. Moreover, its strategic positioning – maintaining relations with a wide range of actors, including groups and states in conflict – can be interpreted both as pragmatic diplomacy and as a source of ambiguity that complicates collective efforts toward transparency and accountability in global governance.
Consequently, while Qatar’s inclusion broadens dialogue beyond the G7 core, it also underscores the challenges of integrating diverse political models into consensus-driven international frameworks.
